Kathryn (Kathy) Freeland, M.B.A. leads the company’s strategic vision and direction with a well-crafted Strategic Plan with a focus on the key tenets that drive company success: customer experience/engagement resulting from the services and solutions provided, service/solution delivery, organizational excellence, employee engagement, and the business acumen that drives growth, maintain financial viability, and increases overall company value.

With a strong foundation in government contracting of nearly 40 years, 30 as an entrepreneur and leader, Kathy is results-driven focused, and referred to as an employee’s CEO who promotes employee growth, a skilled, empowered workforce that is actively attuned to the needs of federal agencies. Her team fosters a supportive work culture where employees develop and apply the most in-demand expertise – producing exceptional results for customers and shareholders.

Before acquiring A-TEK in 2010, Kathy was the founder and Chief Executive Officer of RGII Technologies, Inc., an information technology company serving multiple government departments. She was the visionary behind the company’s strategic direction and oversaw operations including business development, finance, customer satisfaction, and employee relations.

Kathy has been recognized throughout her career included being inducted into the Maryland Top 100 Women Circle of Excellence.  She currently serves on the Board of Directors for the Small and Emerging Contractors Advisory Forum (SECAF), Board of Visitors, University of Maryland Baltimore County (UMBC), and the Council of Directors, School of Business, University of Alabama at Birmingham (UAB).

Mrs. Freeland earned her M.B.A. from the University of Maryland, College Park, and a Bachelor of Science Degree in Finance from the University of Alabama at Birmingham. She published her first book, Navigating Your Way to Business Success: An Entrepreneur’s Journey in 2009, which provides a motivational account of her path to successful business ownership.

A native of Birmingham, Alabama, Mrs. Freeland resides in Vienna, VA with her husband R. Gregory Freeland. They are the proud parents of adult twin daughters: Brya Simone and Brynn Nicole, and one deceased son Richard Gregory II, for whom RGII Technologies, Inc. is named.

Reuben Maher brings over 25 years of proven experience driving corporate growth, operational excellence, and digital transformation. As Chief Strategy and Growth Officer at A-TEK, Reuben is focused on supporting A-TEK’s growth trajectory in the areas of strategic business development and digital innovation solutions which aids in responding to the needs of our clients in the Federal Government market.

In previous roles, Reuben drove global innovation and digital strategy, led the enterprise-wide effort to develop a global Predictive Analytics Innovation Hub, stood up and led an enterprise growth and sales organization, maintained line of business P&L responsibilities, and was part of the select management team responsible for a successful M&A transaction.

Reuben has been a contributing author to multiple Forbes articles, including “Generative AI: Cybersecurity Friend and Foe” (focus on LLMs) and “What You Should Know About The TikTok National Security Debate” as well as author of a Generative AI blog post titled “ChatGPT versus Google Bard… According to ChatGPT.” He has been a keynote and featured speaker at numerous conferences, trade shows, podcasts, and webinars including, but not limited to: NASA Digital Transformation Showcase, Baird’s Government and Defense Conference, Dell Technologies Forum’s FedScoop Series on Digital Transformation, and the Project Management Institute (PMI) EVM World conferences.

Reuben earned his M.B.A. from American University with a concentration in Management of Global Information Technology and a Bachelor of Arts from Oral Roberts University in Theology. He also holds numerous management and technical certifications including his Project Management Professional (PMP), Information Technology Infrastructure Library (ITIL), AWS Business Professional, Microsoft Azure Fundamentals, Azure Building Cloud-Based Apps, and ServiceNow Customer Service Management certifications.

Kathleen Dickson is the Chief Financial Officer and is responsible for all financial and accounting functions and serves as a trusted business advisor to A-TEK’s Chief Executive Officer. In this role, she is integral to ensuring A-TEK’s financial stability and growth.

Kathleen brings over 20 years of financial leadership experience in the government contracting industry. She is responsible for the execution of A-TEK’s internal and external reporting and full compliance with Generally Accepted Accounting Principles (GAAP). She provides executive oversight of financial services, banking, insurance, risk management, and outside accounting and regulatory authority relations. In addition to her executive role, Kathleen serves as treasurer of the A-TEK Board of Directors.

Kathleen holds a Bachelor of Science in Accounting with a minor in Business Administration from Strayer University.

Stephanie is the Executive Vice President overseeing service delivery and growth activities for the Federal Civilian division of A-TEK. She has more than 20 years of management and leadership experience in all facets of service delivery, business development, proposal creation, capture planning, and operational management. Stephanie is an experienced leader with a proven track record of effectively providing strategic and tactical analysis of client requirements across all aspects of service delivery. She possesses in-depth knowledge of the Federal Civilian/Health market and partners with agencies to harness the power of IT to enhance collaboration, efficiency, and data-driven decision-making. Ms. Cumberbatch is a Magna Cum Laude graduate of George Mason University. She is a Project Management Professional (PMP) and is ITIL v3 certified.

Crystal Hair brings two decades of diverse experience in Federal and Commercial technology realms, focusing on digital modernization, transformation, and innovation. With a foundation in data analytics, cloud migration, digital transformation, and a fervor for leveraging technology to unlock business opportunities, Crystal is poised to play a pivotal role at A-TEK. As our Chief Technology Officer (CTO), Crystal is dedicated to defining, planning, and executing technology strategies that align with A-TEK's mission, business objectives, and our clients' critical needs.

In her previous positions, Crystal has demonstrated her ability to cultivate and nurture high-performing technical teams, drive the development of essential technical competencies to fuel corporate market expansion, oversee large-scale cloud migration and modernization initiatives, and fortify technological capabilities through strategic alliances with industry leaders such as AWS, Microsoft, UIPath, Informatica, and more.

Crystal holds an M.S. and B.S. in Information Systems Design from Virginia Tech, along with certifications including AWS Certified Solutions Architect Professional and Associate, and Open Agile Architect, among others, underscoring her commitment to ongoing professional development and mastery of cutting-edge technologies.

In his role as Vice President and Account Manager, Edward “Ted” Schmitt leads A-TEK’s Federal Health Division, which focus on delivering “Health IT” services to U.S. Federal customers. He leverages the domain expertise of our highly skilled subject matter experts to achieve mission success for our customers. Ted is charged with leading and executing programs that enable customers to meet their mission requirements with high levels of customer satisfaction. He is responsible for identifying and capturing growth opportunities to further leverage the expertise, talents, and dedication of our employees.

Ted brings a wealth of deep domain experience and advances A-TEK’s strategic commitment to expand its footprint in the growing federal health IT market. Ted also brings a unique combination of program leadership, SaaS delivery, DevSecOps expertise, and customer-service excellence to this role. Before joining A-TEK, Ted served in senior leadership positions at large & small businesses where he was responsible for growth and delivery. Prior to portfolio management responsibilities, Ted supported federal customers via program & project management, database administration, business analysis, training, and software testing. He brings over 30 years of customer-focused experience in Digital Services, Application Development, Health Services, Defense Logistics, and Higher Education.

Chris LeGrand joins A-TEK’s leadership team serving as Director, Cybersecurity. As a Cyber leader with experience across various information security disciplines, Chris specializes in leading 24/7/365 Security Operations Centers (SOCs).

Chris has a history of strategically leading and building cutting-edge SOCs. He has the proven ability to foster organizational change and drive Cyber growth in numerous markets. As a former civil servant, he led the first federal government SOC to offer Security Operations Center as a Service (SOCaaS) to government customers.

As the Director of Cybersecurity, Chris is tasked with building A-TEK’s Cyber portfolio while delivering high-quality service to our clients.

Chris earned a Master of Business Administration with a concentration in Information Systems Management from Strayer University, a Bachelor of Arts in Communications from Hood College, and holds seven industry certifications: CISSP, PMP, CISM, CISA, CRISC, CCISO, and CEH.

As Director of Contracts, Peg is responsible for administering A-TEK’s diverse contract portfolio of information technology solutions. She brings more than two decades of experience providing a broad range of operational and business infrastructure support for small, medium, and large businesses undergoing transformation.

Peg is a former Contracting Officer’s Representative and Senior Advisor for the U.S. Department of Energy on Naval Petroleum and Oil Shale Reserves divestment activities. She holds a Masters in Business Administration (University of Chicago), Masters in Environmental Policy and Management (University of Denver), and Bachelor of Applied Science (University of Minnesota). Peg holds several management certifications including Certified Professional Contract Management (CPCM), Project Management Professional (PMP), Certified Records Manager (CRM), and Six Sigma White Belt Certification.

Peg also volunteers as the Northern Virginia Coordinator for Project Linus, a 501(c)(3) non-profit organization that provides handmade blankets to children 0-18 in the United States who are seriously ill, traumatized, or otherwise in need.

As the Director of Human Resources at A-TEK, Terri is dedicated to fostering a positive and inclusive employee experience by implementing leadership, energy, and strategic acumen within the HR Department.

Terri’s focus is also directed toward developing the HR Department by strategically aligning the Talent Acquisition Team with a unified mission and vision, aiming to create a robust and fully operational business model that enhances the Human Capital Management framework.
Terri’s comprehensive experience spans the entire HR lifecycle which includes recruiting, benefits administration, payroll management, employee policies and procedures, employee relations, HR system implementations and management, HR compliance, ISO standards, and the H1B visa process.

Having served as a transformative leader across government contracting, private industry, manufacturing and non-profit sectors, Terri brings over 21 years of HR expertise to A-TEK.

With a diverse background, having worked with both small and large businesses, as well as in the non-profit sector, Terri holds an M.S. in HR Management and B.A. in Social Work. Before joining A-TEK, Terri was a Senior HR Business Partner at a mid-sized company that consisted of over 300 employees. In this role, Terri was directly responsible for developing and executing the company’s base and incentive compensation programs, enhancing employee relations and engagement, while ensuring compliance oversight.

As Director of Talent Acquisition, Steve is responsible for identifying, capturing, and retaining top-tier talent in support of A-TEK’s diverse IT and scientific contract portfolios. Steve brings over 30 years of talent acquisition experience in support of both public and private sector organizations. As a seasoned executive, Steve has served in both senior operational and human resources roles throughout his career, enabling him to approach talent acquisition with a collaborative and cross-functional focus.

Steve’s expertise in providing process improvement, system modernization, scalability, automation, and leadership to talent teams, enables the organization to maximize productivity, foster diversity in our employee population, and improve the overall company brand. Steve specializes in delivering innovative, purposeful, talent acquisition solutions that drive organizational growth and success.

Steve holds a BA degree from Washington & Lee University and earned an SPHR certification, demonstrating advanced knowledge in strategic HR and Talent Acquisition leadership.

Ms. Byrd has over 20 years of management and leadership experience, specializing in Program Management and Customer Experience. She has a proven track record of delivering exceptional services to the federal government via both large and small federal government contractors. Throughout her career, Ms. Byrd has successfully implemented the best industry practices and innovative business management solutions across various federal government contract programs, including at the National Institutes of Health (NIH).

Ms. Byrd holds multiple certifications, including Project Management Professional (PMP), Project Management Institute Agile Certified Practitioner (PMI-ACP), SAFe 5 Agilist, ITIL, and Google Cloud Digital Leader. She is a proud graduate of the University of Maryland Baltimore County (UMBC) and the University of Phoenix.

Bob Freedman has over 27 years of experience in IT and program management, specializing in strategic planning, operational excellence, and leadership development.
At A-TEK, Bob has successfully managed high-profile, multi-million-dollar contracts at several National Institutes of Health (NIH) Institutes, including the National Center for Biotechnology Information (NCBI). He leads teams in infrastructure operations, cybersecurity, application development, and scientific research initiatives, driving innovation and efficiency.

Bob is recognized for guiding teams through complex transitions, implementing scalable solutions, and modernizing IT environments. His expertise in Agile methodologies and DevSecOps has enabled rapid development and deployment of critical IT solutions. Under his leadership, teams have secured key certifications, including CMMI Level 3 and ISO 9001:2015.

Bob earned his Bachelor of Science from University Maryland in Marketing and Transportation. Committed to mentorship and professional development, Bob fosters a culture of collaboration and accountability. He holds industry-recognized certifications, including PMP, PMI-ACP, CSM, and ITIL v4.
